Wings of Care (WIOCA) is committed to animal welfare in Romania. Our work is based on volunteering. We do NOT place any animals in Switzerland, as we are of the opinion that this does not solve the problem. On the contrary: the government and the population do not have to change their attitude towards animals and animal welfare, as the problem is relieved of them. But we want to bring about a rethink on site and thus tackle the cause of the problems. We are recognized as charitable by the tax office and are therefore entitled to issue donation receipts for people living in Switzerland. We are currently building a WIOCA animal shelter in Romania: Our animal welfare organization and the Romanian city of Resita have been working together since February 2013. Together we want to solve the problem of the street dogs in Resita and the surrounding area without having to kill healthy dogs. Due to the new law, which was passed by the Romanian Parliament in September 2013, we are facing new challenges. Street dogs that are caught for castration and veterinary care may not be left on the street afterwards. Every captured dog must remain in the shelter until it has found a new owner or can be euthanized after a waiting period of 14 days. Thanks to our cooperation with the authorities, we do not kill the dogs in Resita. Only terminally ill, very old or aggressive dogs are euthanized. As a result, we are reaching our limits in the city shelter. The shelter was built according to the old Romanian standard for around 300 dogs. However, around 450 dogs are currently housed there. This overcrowding means enormous stress for the dogs, which also promotes diseases. The animals are in bad condition so that we can hardly find new owners for the dogs. This in turn increases the space problem. After negotiations with the city authorities, we decided to build our own animal shelter, which on the one hand offers space for around 200 dogs, but on the other also serves as a showcase animal shelter. The animal shelter with integrated veterinary practice will be built according to Western European standards. An integrated dog school is intended to bring dog owners closer to the basic rules of dog training as well as to explain and promote animal welfare. A small animal park with guinea pigs, rabbits, birds, etc. is also to be built on a small part of the site. The WIOCA animal shelter is to become a popular excursion destination for families and school classes, which at the same time imparts knowledge about animal welfare. The authorities of the city of Resita are also obliged to take in horses that are found free running or whose owners can no longer pay the money for the feed. In Resita there is currently no way for the authorities to accommodate a horse in a species-appropriate manner. Previously, the animals were tied up in a dark storage room and had to wait there for weeks or even months for new owners. Therefore, a stable for around 10 horses is planned on the 2 hectare property. Since 2010 we have also financially supported a private animal shelter in Romania, which is run very well by animal-loving Romanians. Around 100 dogs and 30 cats live there. WIOCA finances the feed for these animals. In addition, the old, partly very dilapidated dog enclosures are being renewed step by step. You can find more details about WIOCA and our projects on our website or on Facebook.
