The non-profit organization has the following tasks: ordinary operational management of the elderly homes and of the infrastructures within it owned by the Municipality of Lugano, within the framework of the performance mandate stipulated with the Canton; ordinary operational management of other elderly homes, subject to the agreement of the City Council; operational management of the youth sector (Casa Primavera and Infant-toddler Centers) within the framework of the performance mandate stipulated with the Municipality. The Entity may establish entities bound to it with the aim of complying with the binding provisions of the federal and cantonal authorities or third party signatories of insurance contracts after informing the City Council. The ownership of the buildings and the infrastructures contained therein and the competence to decide the investments remain with the Municipality; methods and criteria are defined between the parties by mutual agreement. To define the tasks of the Authority and the relationships between it and the Municipality of Lugano, performance mandates are set up, whose duration can be established from 1 to 4 years. Competent for its approval is the City Council. To carry out its duties, the Municipality of Lugano grants the Entity the free use of what is indicated in point 2.2. under the conditions set out in the performance mandate. Any additional tasks relevant to the field of activity, but not contemplated and financed by the cantonal mandates, can be assigned to the Entity with a specific Municipal Service Mandate, approved by the Municipal Council.
